Navy finalizing FY-27 plan for Trump-backed 'Golden Fleet,' 'big beautiful ship'
SIMI VALLEY, CA -- The Navy is putting the final touches on plans for a sweeping new shipbuilding initiative known as the "Golden Fleet," Navy Secretary John Phelan said today, confirming that President Trump has formally approved the effort as a centerpiece of the service's forthcoming fiscal year 2027 budget request.On Dec. 3, Defense Secretary Pete Hegseth, Office of Management and Budget Director Russ Vought and the Navy secretary met with the president to finalize the concept, Phelan said at the Reagan National Defense Forum here.“He has signed off on what we're calling the Golden Fleet,” Phelan said. “It’s very exciting.”The initiative marks the most significant restructuring of the Navy’s shipbuilding portfolio in years and reflects Trump’s push for a modernized fleet tailored to competition with China.Background details on the administration’s interest in replacing the Navy’s current mix of ships with a new fleet -- along with the president’s involvement in shaping that vision -- were previously reported by the Wall Street Journal in October.While the Navy will continue building the “cornerstones of the fleet” -- carriers, destroyers, amphibious ships and submarines -- Phelan said the Golden Fleet will introduce new classes of vessels and accelerate investment in emerging systems.In a social media post on X, after his public remarks, he touted “a new frigate, based on an American design” that he promised will be built faster than the recently cancelled Constellation-class program.The Navy is also preparing a substantial expansion of unmanned systems, backed by “a significant amount of capital in the budget” for FY-27.Phelan also acknowledged the president’s push for a new, large warship -- described in earlier reporting by the Journal as part of a suite of more powerful, long-range vessels.“The president has talked about what I'm going to call a ‘big, beautiful ship,’” Phelan said. “And what I’ll say on that is: stay tuned.”During a follow-up exchange with Inside Defense, the Navy secretary added that in addition to the frigate and the "big, beautiful ship," the Golden Fleet will reflect “a very big investment in logistics and sealift ships” as well as unmanned vessels.Asked how the effort fits into the Navy’s long-range shipbuilding plan, Phelan argued that hull counts are an increasingly outdated metric.“Everyone [is] focused on the number of ships in the fleet. I don’t think it’s a very useful metric, because a carrier counts the same as an oiler or a tug,” he said.
